- In February, New Jersey adopted regulations allowing skill-based gaming. Gamblers are clearly not playing slot machines as much they did in the past. In Nevada, slot machine wagering of $105.4 billion in 2014 is down 23 percent from the all-time high of $138 billion in 2006.

Notes: [1] 'Restricted license' or 'restricted operation' means a state gaming license for, or an operation consisting of, not more than 15 slot machines and no other game or gaming device at an establishment in which the operation of slot machines is incidental to the primary business of the establishment. NRS 463.0189. [2] 'Non-restricted license' or 'non-restricted operation' means: 1. A state gaming license for, or an operation consisting of, 16 or more slot machines; 2. A license for, or operation of, any number of slot machines together with any other game, gaming device, race book or sports pool at one establishment; 3. A license for, or the operation of, a slot machine route; or 4. A license for, or the operation of, an inter-casino linked system. NRS 463.0177. [3] 'Slot Route Operator' means a person who, under any agreement whereby consideration is paid or payable for the right to place slot machines, engages in the business of placing and operating slot machines upon the business premises of others at three or more locations.
